Dundee – Recently the Village Council adopted a snow emergency ordinance. This ordinance will allow us to be more efficient when clearing snow covered streets. In the event of a large snow or ice event we will use the Connect-CTY emergency notification system to advise all residents of the event and how long it will be in effect. This system as well as the Village Web site will be instrumental in letting everyone know what is going on. ORDINANCE NO. 12 OF 2009
AN ORDINANCE TO AMEND SECTION 74
OF THE VILLAGE OF DUNDEE CODE OF ORDINANCES
BY ADDING SUBSECTION 110 WHICH PROVIDES FOR
A PARKING BAN ON PUBLIC STREETS
DURING CERTAIN WEATHER CONDITIONS
AND PROCEDURES RELATED THERETO.
THE VILLAGE OF DUNDEE ORDAINS:
1. Section 74-110 of the Village of Dundee Code of Ordinances shall be and is hereby adopted as part of the Village of Dundee Code of Ordinances as follows:
(a) Whenever the village manager finds, on the basis of falling snow, sleet or freezing rain, or on the basis of weather service forecast, that weather conditions will make it necessary that parking on any village street be restricted or prohibited to facilitate snow plowing, he/she may cause to be put into effect a parking ban and may restrict or prohibit parking on parts of or all streets within the village. Each declaration so made shall be publicly announced through one or more of the following methods: radio, television, local cable stations, village web page, newspapers of general circulation, or any other method calculated to give actual notice to the village residents and visitors. When feasible, each announcement shall describe the actions taken, including the time the parking ban became or will become effective. The village manager may designate in writing another employee of the village as the authorized person to carry out the duties described under this Section 74-110.
(b) Whenever a parking ban is caused to be put into effect as provided herein, all vehicles shall be prohibited from parking on all village streets or on those streets specifically designated by the village manager. Alternatively, the village council may designate such streets by resolution, which designation will thereafter control those streets that are subject to the parking ban. At the direction of the village manager or the village council, appropriate signs may be erected on any or all of the designated streets to provide additional notice to the public of the parking ban during such weather conditions.
(c) Once in effect, a parking ban shall remain in effect until terminated by announcement of the village manager through the media described above, except that any street which has become clear of ice and snow from curb to curb for the length thereof lying between two successive street intersections shall be automatically excluded there from.
(d) Any vehicle parked contrary to the provisions of this Section may be cited by any authorized law enforcement agency and may be towed away at the risk and expense of the owner by an authorized employee, agent or law enforcement agency of the village.
(e) Any person violating any provision of this section shall be punishable as prescribed in section 1.14 of the Dundee Code of Ordinances
2 Severability.
The various provisions of this Ordinance shall be deemed to be severable, and should any section or provision of this 0rdinance be declared by any court of competent jurisdiction to be unconstitutional or invalid the same shall not affect the validity of the Ordinance as a whole or any section or provision of this Ordinance other than the section or provision so declared to be unconstitutional or invalid.
3 Effective Date.
This amendment shall become effective upon a summary thereof being published in a newspaper of general circulation in the village and implemented as soon as practical.
